Arrest made in killing of woman found in trash bin

KSDK -- Franklin County prosecutor Bob Parks announced there has been an arrest in connection to the killing of a woman found dead in an apartment complex trash bin.

The young woman's body was found in the bin at Monroe Woods Apartments Tuesday afternoon. She had been mutilated.

At an afternoon news conference, Parks said he charged 37-year-old Vernell J. Loggins, Jr. with the first degree murder of Stephanie Fields.

Parks said Loggins used a knife to kill Fields. He said the killing took place between November 1 and 2 at an apartment in the complex. Loggins was taken into custody Tuesday evening.

Parks did not have a motive for the killing. He said the two were living together for the past few months as boyfriend and girlfriend.

Parks said some of Fields' body parts are still missing. He asked for the public to please call police if they find any body parts or things that appear to be body parts. He would not say which parts were missing.

What police found at the scene of the crime is disturbing. In the probable cause statement, police reported seeing loose ice cubes on top of the dismembered body, which was stuffed in a trash can. The top of the trash can had a substance around it that appeared to be super glue.

Two trash bags were also recovered from the bin. Inside one of them were rags and paper towels and what appeared to be blood. Also inside the bag was a sticker for a 64 gallon trash can and mail with Loggins' address on it.

In the second bag was a Wal-Mart receipt for superglue, bags of ice and an ear ring.

A review of surveillance video from the Eureka Wal-Mart at 9:30 a.m. on November 2 revealed a man that police determined to be Loggins wearing a red Cardinals baseball cap and purchasing a trash can. Records show Loggins also bought Resolve cleaner.

Blood and other matter were found inside the apartment.

Detectives identified Fields by her tattoos.

Today, Wednesday, is Fields' birthday. She would have been 26.

Police: Pacific man kills girlfriend, cuts her up, puts her in trash

PACIFIC -- A man stabbed his girlfriend to death at an apartment here and cut her body into pieces, officials said this afternoon after charging him with first-degree murder and armed criminal action.

Vernell J. Loggins Jr., 37, is held in lieu of a $1 million cash-only bond in the slaying of Stephanie M. Fields, who would have turned 26 today.

Police said they had lived together for several months at the Monroe Woods Apartments, just north of Interstate 44 near the Pacific exit.

A maintenance worker there found parts of her body about noon Tuesday in a 64-gallon wheeled trash can that had been left next to a Dumpster at the complex.

Officials said they believe Fields was slain Nov. 1 or 2, suffering fatal wounds to the chest and neck. She was identified by tattoos. Investigators said some parts of her body remain missing, but they would not go into detail.

"It was a very violent, gruesome crime," said Franklin County Prosecuting Attorney Bob Parks. "This was a domestic relationship that went terribly, terribly wrong."

He would not elaborate on a motive.

Court documents say parts of Fields' body were found under ice cubes in the trash can, whose top had been glued shut. They say that two bags recovered from the Dumpster contained rags and paper towels with what appeared to be blood, a label from a new trash can, empty ice bags and a Walmart receipt for a trash can and glue.

A surveillance video from a nearby Walmart shows a man purchasing an identical can, detergent and carpet cleaner about 9:30 p.m. Monday and leaving in a white Cadillac Escalade whose license plate is registered to Loggins, officials said.

He was arrested at home without incident Tuesday night by tactical officers who also served a search warrant. Court documents say they found a substantial amount of blood and tissue in the apartment.

Authorities call this a particularly brutal crime. They say the body was dismembered. The victim's family was forced to identify her by her tattoos. Just last week, friends said Stephanie Fields tried to leave Loggins.

"She came to my house last Monday, was having problems with him," said Fields' friend Randi Adams.(nigger) "She told us she was trying to get away from him. So we took her to where she had to go to, to her mother's house. And we thought everything was fine."

Unfortunately, it was not; a maintenance man found her body in a trash bin Tuesday.

On Wednesday, authorities continued to search, focusing on an area near Interstate 44 and Lewis Road. They also revisited the Monroe Woods Apartment complex with dogs.

Police arrested Loggins at his apartment Tuesday night. In fact, he had been here all along as we discovered when we reviewed our video from the scene. The NewsChannel 5 video shows, in the middle of all the chaos and all the residents looking on, there was Loggins watching too. Neighbors and friends said they're in shock.

"It's very alarming to know that you feel like you live in a safe area and you see people coming and going every day and that they're capable of that kind of violence and disrespect," said neighbor Cheryl Bellamy.

"Something is wrong with this man," Adams said. "Something is wrong with his brain. Bad enough he killed her, he didn't have to mutilate her too."

Loggins is being held in the Franklin County Jail on $1 million cash-only bond. He's set to be arraigned Thursday morning.

Pacific woman's remaining body parts discovered along Meramec River

There are new developments in the murder and dismemberment of a 26-year-old woman from Pacific.

The Missouri Water Patrol, working with the Major Case Squad made the gruesome discovery, finding Stephanie Fields' head and other body parts along the Meramec River. They were discovered just down stream from the I-44 Bridge at Times Beach.

Sources tell News 4 that it appears that Fields' head was tossed into the river off the highway near Eureka.

Investigators found Fields' torso in the woods behind the Monroe Woods Apartment Complex. That is in St. Louis County, along I-44 near Lewis Road, an area that the suspect Vernell Loggins had led them to.

The couple lived together at the Monroe Woods Apartment Complex near Frontage Road not far from Six Flags.

On Thursday Vernell Loggins, 37, had a video arraignment in Franklin County. He has been charged with first-degree murder and armed criminal action in the death of his girlfriend Stephanie Fields.

Officials with the Major Case Squad say that Fields' body had been cut into pieces. Some of her body parts were placed in a dumpster near the apartment complex where they were found Tuesday afternoon.

It’s very unfortunate but reality is reality and the reality of the matter is, this is what could, does and did happen when you move a savage beast in with you. The area of the crime, Pacific, MO. - is a relatively White area and this White female had no business relocating the beast from the back alley’s of north St. Louis and out into it. From what I understand, the White female realized her mistake almost immediately and tried to return the jig back into the jungle. An untimely death such as this White female suffered… only needs stupidity.
