Arrest Made In Rock-Throwing Case

Cincinnati police say calls to Crime Stoppers helped lead authorities to a suspect in a rock-throwing case that left a young woman seriously injured.

Police arrested a 16-year-old male on Tuesday. That was the same day local restaurant owner Jeff Ruby announced he was doubling the reward for information to $10,000.

On June 14, 23-year-old Joyce Baresel suffered multiple injuries, including a fractured skull, when a rock came through the open window of the ca
b in which she was riding and struck her in the head.

Cincinnati Police Chief Tom Streicher says the teenager confessed to the crime and gave authorities the name of a second suspect allegedly involved in the incident.

The Fugitive Task Force is currently searching for 18-year-old Joseph Burdine. Police say he lives in the 2500 block of Riverside Drive. That's not far from where the crime that injured Baresel happened.

The Batavia resident spent two weeks in the hospital. She suffered multiple injuries, including a fractured skull.

The second suspect in a rock-throwing case has turned himself in to police.

Cincinnati police say the second teen officers had been looking for is now in custody.

Eighteen-year-old Joseph Burdine is charged with felonious assault.

Police arrested a juvenile in the case earlier on
Wednesday.

Investigators say both teens are accused of throwing rocks at cars along Columbia Parkway.

One of those rocks hit a cab, seriously injuring 23-year-old Joyce Barasel, who was inside.

She is now recovering at home.

Not Enough Evidence To Charge Man In Rock Throwing


CINCINNATI -- An East End Teen will not face charges in connection to a June rock throwing incident that left a young woman seriously injured.

A Hamilton County grand jury decided on Friday not to indict 18-year-old Joseph Burdine on a felonious assault charge.

Police arrested Burdine last Tuesday for his alleged roll (I love the way they spell role)in the rock throwing on June 14. According to police, Burdine and a 16-year-old boy were throwing rocks at cars on Columbia Parkway. One of those rocks
went through the open window of a taxi and hit a passenger, 23-year-old Joyce Baresel, in the head.

Baresel suffered multiple injuries, including a fractured skull, and spent nearly two weeks in the hospital. She is now recovering at home in Batavia.

The grand jury declined to indict Burdine due to a lack of sufficient evidence. The juvenile suspect remains in police custody. On Friday, the court will determine if he will be tried as an adult.

Two More Rock-Throwing Incidents on Columbia Pkwy

The felonious assault rock throwing case against a 16 year old from the East End has enough evidence to move forward to the next stage in juvenile court. Teron Toller could be tried as an adult depending on how the case progresses.

Toller's charged in the case where a young woman was seriously injured by a rock thrown at the cab in which she was riding. Local 12's Rich Jaffe says while the case continues, so does the rock throwing.

Teron Toller sat quietly in court listening as nine times in a row, victims of the rock throwing on Columbia Parkway told their stories.

Stephanie Taylor: "I heard a loud noise it sounded
like a gunshot to me , I was taken aback. Took a long heavy blink and when I opened my eyes my windshield was almost all the way cracked, there was glass surrounding me and I could barely see out of my windshield."

Gordon Dowers: "I was startled because it hit right on the drivers side of the windshield it was about the size of a water melon it didn't break through the windshield I pulled over with the other cars."

Hit by rocks on Columbia Parkway east bound, just past William Howard Taft, most of the drivers who got rocked the night of June 23rd, thought it was a gunshot.

Dennis Shea: "There was a piece of cement about the size of my fist it had hit the back drivers seat and had landed behind the drivers seat."

One of those rocks made it through the half open window of a cab, critically injuring Joyce Baresel when it hit her just above the right eye. In his statement to police Teron Toller says the night of the rock throwing he was on the scene, he admits he threw a rock, he e
ven admits he helped a friend named Joe on the railroad tracks find the biggest and best rocks by using the light of his cell phone... but at this point what prosecutors and investigators have failed to do is tie Teron Toller directly to the rock that injured Joyce Baresel.

Prosecutors hope to try Toller as an adult...but the case is far from over. And investigators say while Toller's been locked up rock throwing along Columbia Parkway has continued, and they hope to be making additional arrests.

Teen in Rock-Throwing Case To Be Tried As Juvenile

A teen accused of throwing rocks at cars will be tried as a juvenile in the case. Police believe 16 year old Teron Toler threw a rock that seriously injured a woman on Columbia Parkway last month.

23-year-old Joyce Baresel suffered serious head trauma after being struck by a rock while riding in a cab. She is still recovering from her injuries and had surgery two weeks ago.

Today, a judge judge ordered Toler to be tried as a juvenile after hear
ing results of a psychological evaluation and testimony from defense attorneys, prosecutors, and Toler himself.

Toler, who is charged with felonious assault, told the judge he's not a bad kid but says he made a bad decision and he believes he can be rehabilitated. His defense argued the same, saying that throwing rocks at a car is essentially a juvenile act, done without thought of the harm it may cause.

Prosecutors argued differently but ultimately, the judge sided with defense.

Toler faces 4 and a half years in juvenile detention if he is found guilty, essentially staying behind bars until he is 21 years old.
