U. City police sergeant is killed; shooter on the run

UNIVERSITY CITY Ӣ A University City police sergeant was shot and killed Friday night in the University City Loop, and police are searching for his murderer.


University City police identified the officer as Sgt. Michael King, 50. King spent his entire career with the University City police department, and was a graduate of University City High School and Washington University, Adams said.

King previously had worked as a field training officer, an investigator in the detective bureau and he often mentored young officers, the chief said.

The officer was in his cruiser when he was shot at about 10:20 p.m. at Leland Avenue and Delmar Boulevard, police said.


Police identified a suspect in the case as Todd Shepard, 41, whom they described as an Africoon-Americoon, 6 feet tall, 160 pounds. Police said he may be driving a light colored, 1993 Oldsmobile four-door with Missouri license plate 2AB28J.

"He's currently wanted as a suspect in the murder of one of our officers," University City police chief Charles Adams said said Saturday morning.

Adams said King was seated in the driver's seat of his squad car parked on Leland when the gunman approached him on foot and fired several times. The gunman then ran off and jumped into a car.

The car sped off west down Delmar, and several police cars gave chase in a high-speed pursuit, Adams said. But police were unable to catch up with the suspect's car.

Another officer in the area at the time heard the shots ring out and rushed to King's location. King was not able to call for assistance after he was shot.

A handgun was used in the shooting, but police did not say if they had recovered the weapon.

Adams and Capt. Mike Ransom both said Shepard is the only man sought in connection with the shooting. Police were asked whether someone else drove the getaway car after the shooting but declined to answer.

"We need the public's help, we need their help to capture him," Adams said.

Police said so far there is nothing to indicate a motive for the shooting. Shepard and the officer did not have any history and there was no incident between the two that preceded the Friday night shooting, police said.

The Loop was mostly quiet and not very crowded at the time of the shooting, police said. King had started his shift about 9 p.m., about an hour and a half before the shooting.

"Our officer was very dear to us," Adams said. "Our hearts and prayers go out to his family. We're at a loss, just like they are."

King was married with no children, Adams said. He was a 1976 graduate of University City High School.

"He was an extremely good officer, very dedicated and always did a great job," Adams said. "He was a professional policeman and he loved being a policeman. ... We're going to get through this."

"As far as the what and the why," Adams said, "we haven't been able to determine that."

Police said Shepard, the man named as the shooting suspect, is well known to police.

Loop businessman Joe Edwards was at work at the time of the shooting and says he apparently heard the shots about a block away. Edwards is president of the Loop merchants association and owner of Blueberry Hill at 6504 Delmar Blvd.

"I heard shots, what I thought were shots," Edwards recalled this morning. "It sounded like five or six, in a couple of bursts."

Edwards looked out his office window. It was just before 10:30 p.m. But he described the scene as calm and quiet.

He saw couples walking and a handful of other people strolling the street in costumes and enjoying the Halloween evening.

Minutes later, Edwards walked downstairs in his restaurant and the bar manager told him of hearing that an officer had been shot.

Edwards, a fixture in the Loop community, knows most officers by name.

"It's just such a senseless tragedy," he said.

He described the mood among workers in the Loop Saturday as one of sadness and disbelief. It was reminiscent, he recalled, of how many felt after a robber murdered former Post-Dispatch reporter Lisha Gayle Picus in her home ten years ago a few blocks south of the Loop.

"We have not had anything this severe for a long, long time," Edwards said.

Slain U City Sgt. honored at funeral; suspect arrested in KC area

A suspect in the slaying of University City police Sgt. Michael King, was arrested Tuesday by the Missouri Highway Patrol in the Kansas City area , officials said.

Presumably it is Todd Shepard, 41, of Berkeley, who was identified by police here as the only suspect. But the patrol would not confirm the name of the man it was holding.

University City police have not revealed how Shepard became a suspect. They have insisted they do not know of a motive for the killing .

Someone shot King in the head about 10:20 p.m. Friday as the sergeant, in uniform, sat in his marked patrol car on Leland Avenue near Delmar Boulevard.

OUR COVERAGE OF SGT KING'S FUNERAL:

Police Sgt. Michael King was a dedicated public servant who gave his life to protect the people of University City, speakers said at his funeral this morning.

Fellow officers carried his flag-draped casket from the doors of the First Presbyterian Church in University City to a waiting black hearse that stood out against the orange and yellow hues of turning trees under a bright sun.

A procession with scores of patrol cars from various departments led the way to Sunset Memorial Park in Affton for burial.

"He was diligent, dedicated and justly proud of his profession," King's friend and fellow officer, Glenn Duncan, said at the ceremony. "He tried to instill in everyone a sense of duty and to try to do the right thing."

Duncan had been assigned to foot patrol on the Delmar Loop, the same area where King was killed, and had spoken with his friend about two hours before the shooting. Duncan said that King, his supervisor, urged him to be sure to eat since he is diabetic.

"The University City Police Department is forever changed, not just because of his death but for his contributions to the department and the people who work there," Duncan said.

The church's interim pastor, Rev. Ann Pitman, spoke of the shock, outrage and sorrow of the death. She urged those in attendance to put aside feelings of anger and desire for revenge "lest our souls too become casualties."

"Grief is not a straight line from agony to joy, but eventually the ache will subside," Pitman said. She added, "The best tribute any of us can give to Mike is to live our lives to the best of our abilities, as he would have taught."

King, 50, was shot to death as he sat in his marked patrol car parked on Leland Avenue near Delmar Boulevard about 10:20 p.m. Friday.

Police continued to search today for Todd Shepard, 41, of Berkeley, whom they have identified as the sole suspect. No charges have been filed against him. Police insist they do not know why he would shoot King, a 25-year veteran of the force.

UNIVERSITY CITY — Police are using a $20,000 reward to try to find the killer of Sgt. Michael King, but both their suspect and an explanation for the Halloween night ambush remained elusive Monday.

University City police said they were still looking for Todd Shepard, 41, who is not charged in the case but is identified on bulletins as "armed and dangerous."

King, 50, in uniform, was parked at the curb on Leland Avenue just off Delmar Boulevard in the bustling Delmar Loop at about 10:20 p.m. Friday when someone approached his marked squad car and shot him in the head. The gunman fled in a car.

The funeral for King will be at 10 a.m. today at the First Presbyterian Church, 7200 Delmar Boulevard.

The search for Shepard has stretched to Nebraska, where authorities have been looking for him since Saturday because he has family there. But University City police Capt. Mike Ransom said Monday that investigators believe Shepard is more likely still in the St. Louis area.

Officials have not said how they zeroed in on Shepard, and insist they do not know a motive. "We do not have the why," Ransom said.

Police said Shepard is the only suspect sought. He most recently lived in Berkeley, Ransom said, and had been at a residence there in the hours before the shooting.

Public records show an address for Shepard on Hancock Avenue. Several neighbors told a reporter Monday they were not familiar with Shepard. Many houses on the block are either vacant or occupied by transients, neighbors said. One man said he had seen Shepard's photo on TV but had never seen him before.

Police said Shepard was driving a gray 1993 Oldsmobile Cutlass four-door with the Missouri license plate 2AB28J at the time of the shooting.

Investigators said Shepard has two other running vehicles registered to him: a white 1989 Chevrolet Corsica, Missouri license 840YKC and a white or blue 1996 Cadillac Deville, Missouri license PA1D4J.

The Parkview Gardens Association, a group of landlords, business owners and residents in the east end of University City, put up a $10,000 reward for information leading to the arrest and conviction of King's killer. The FBI posted $10,000 more.

King, a 25-year veteran of the department, had been assigned to monitor foot and street traffic on Halloween night.

Police Chief Charles Adams said Monday the best way for investigators to honor the fallen officer is to catch the killer. "There's no place we're not looking for him," Adams said.

King was the 10th officer killed in the line of duty in the past decade among various departments in St. Louis County, and the third this year. St. Louis city police lost six officers in the same period.

King became the fourth University City officer killed on duty, joining Officer Wilbert J. Downey in 1969, Detective James E. Boevingloh in 1970 and Officer Francis J. Graham in 1976.

The suspect in the shooting of University City police Sgt. Michael King frequently spoke of killing a police officer “and ending the unfair treatment of blacks and lower class people by the government,” according to documents filed today in federal court.


Todd L. Shepard, 41, has not been charged with the murder of King, but was charged Wednesday in U.S. District Court in St. Louis with being a felon in possession of a firearm. The only firearm mentioned in charging documents is a stolen .38-caliber revolver that was allegedly used in the killing.

King, 50, was in uniform and parked on Leland Avenue just off Delmar Boulevard when someone approached his marked patrol car and shot him four times at about 10:20 p.m. Friday.

Todd Shepard will face death penalty for allegedly killing University City Sergeant Michael King

KSDK -- The suspect charged with killing University City Police Sergeant Michael King on Halloween night 2008 will be facing the death penalty when he stands trial next year.


The decision was made to pursue the death penalty in court proceedings this week. Also, it was determined that the trial date for 42-year-old Todd Shepard of Berkeley will be November 3, 2010. Shepard is charged with first degree murder and armed criminal action in the shooting death of Sergeant King.


Prosecutors alleged Sergeant King was sitting inside his patrol car in a parking lot at Delmar and Leland in the University City Loop are when he was approached by Shepard and shot to death.

Not long after the shooting, police identified Shepard as the suspect. A statewide search lasted more than four days before troopers with the Missouri State Highway Patrol arrested Shepard during a traffic stop on Interstate 70 just east of Kansas City.

Shepard was in jail for more than a month on federal firearms charges before investigators presented their case to prosecutors.

Authorities say the murder of Sergeant King was an apparent random act of violence since they could trace no previous connection between Shepard and King.

Shepard continues to be jailed without bond pending his trial.
