Default Down-Low Rwandan Refugee Assaults Mentally Impaired Woman And Teen Boy

Man guilty of rape, assault at UT library, Anne Grady

By MARK REITER
BLADE STAFF WRITER

A Rwandan national living in the United States under political asylum was found guilty yesterday in Lucas County Common Pleas Court in the unrelated sexual assaults of a woman and a 16-year-old mentally impaired boy.
Valentin Havugiyaremye, 38, was found guilty in a jury trial on two counts of gross sexual imposition and one count of rape. He faces a maximum sentence of 13
years in prison.

Family members of the victims erupted into tears as Judge Ruth Ann Franks read the guilty verdicts reached by jurors, who deliberated about four hours.

The sexual assaults occurred two days apart.

The teenage autistic boy was groped by Havugiyaremye on Oct. 9 in the Anne Grady Center in Springfield Township, where the defendant was employed as an aide. The assault was witnessed by another employee, who alerted supervisors.

The other victim, a 20-year-old woman described as mentally disabled, was assaulted and fondled on the second floor of Carlson Library on the University of Toledo's main campus Oct. 11 after Havugiyaremye approached her to show her pornography on a computer in a public area.

According to testimony, the defendant then took her to the south end of campus to get his car, but the victim ran away and reported the incident to police.

Neither the defendant nor the victim was a student.

Havu
giyaremye will return to court June 27 for sentencing.

Among the issues addressed in closing arguments by Havugiyaremye's attorney, Gretchen Debacher, was the mental ability of the woman and whether she was a willing participant in the sexual encounter.

"Because she made a bad decision on that day doesn't make her a bad person or a victim," Ms. Debacher argued.

County Assistant Prosecutor Mike Narges told jurors in closing arguments the woman was extremely frightened of the defendant and that he threatened to hurt her if she told anyone about the assault. "Valentin Havugiyaremye knew that he stepped out of bounds with the [victim]," Mr. Narges said.

Ms. Debacher also argued that the witness to the fondling of the Anne Grady Center patient mistakenly observed an act that didn't happen and she was too far away from the incident to clearly see what happened.

Havugiyaremye previously entered a no contest plea to misdemeanor assault in the incident involving the woman a
t the library, but withdrew the plea in February.

Tragic that the demented elites of the West continues to let this kind of garbage onto our shores to victimize our innocent and helpless. This scum should have ended up in a pile of skulls in his African toilet.

A Rwandan national convicted of assaulting a woman at the University of Toledo library and a mentally impaired teenage boy at the Anne Grady Center was sentenced yesterday to seven years and 10 months in prison.

Valentin Havugiyaremye, 38, of 1931 Scottwood Ave., Apt. E-508, was found guilty June 12 by a Lucas County Common Pleas Court jury on two counts of gross sexual imposition and one of rape. As part of the rape conviction, he must register as a sex offender every 90 days for the rest of his life.

Havugiyaremye was convicted of gross sexual imposition for inappropriately touching a 16-year-old boy with mental disabilities while working as an aide at the Anne Grady Center. The two remaining convictions were the result of inappropriate contact with a 20-year-old woman at the university library.

The incidents occurred within two days of each other in October. Havugiyaremye, who is in the U.S. on political asylum, asked that his conviction be appealed but refused to have an appellate attorney appointed for him. The mothers of each victim offered tearful statements to Judge Ruth Ann Franks.

The mother of the teenage boy asked that someone else read her statement because she was unable. Havugiyaremye previously entered a plea to a misdemeanor in one of the cases but withdrew it, asked for a new attorney, and requested a trial. He was found guilty on all charges after a 2 1/2-day trial.
