A nigger convicted five years ago of a 1983 rape in Baltimore has been charged with six rapes in Baltimore County that occurred between 1978 and 1989, Baltimore County police said Wednesday.



Alphonso W. Hill, 55, who is serving a 15-year prison sentence for the 1983 rape, was charged Tuesday with six counts of first-degree rape and several other sex-offense charges, according to county police. He is also being investigated in at least 20 other unsolved rapes, police said Baltimore County detectives had been searching the Combined DNA Index System, CODIS, for help in solving the string of six attacks that occurred around Towson along the Loch Raven Boulevard corridor from the city-county line to the Baltimore Beltway.

A Baltimore County detective and a Baltimore City detective, who are married, were talking about the case when the city detective mentioned learning about Hill during a training class, police said. The county detective began to consider Hill as a suspect in the county crimes because of the similarity between the attacks, police said.

In 2002, Hill pleaded guilty to second-degree rape in an attack on an 18-year-old college student in her apartment in 1983. He was sentenced to 15 years in prison as part of a plea agreement. At the time of his arrest, Hill told police that he had a history of being a Peeping Tom and of exhibiting lewd behavior, according to an article in The Sun about the case.

Laura Neuman, who came forward after Hill was convicted of raping her to speak about the anguish of seeing the case unsolved for nearly 20 years, told the Associated Press Wednesday that she was "thrilled" to know that more rape victims would have the satisfaction of knowing their attacker had been identified. She praised the detectives who cracked the case.

"They should be very proud to make those phone calls and tell those women the cases have been solved. It's a life-changing event," said Neuman, who launched the Laura Neuman Foundation in 2003 to advocate for justice for rape victims.

Hill was arrested and charged in the 1983 rape after police entered fingerprints collected at the rape scene into a state fingerprint database in 2002.

While investigating the six county rapes, police learned that Hill's DNA had not been entered into CODIS. On Aug. 13, police went to the Western Correctional Institute in Cumberland with a search warrant and obtained Hill's DNA. According to police, his DNA matched the DNA collected in the six unsolved rapes.

In those cases, the attacker threatened the women with a weapon and then raped them. Police said that investigators are looking into at least 20 other similar unsolved rapes in the area and that forensic testing will be conducted on any physical evidence collected.

Hill was charged Tuesday with six counts of first-degree rape, three counts of first-degree sex offense, two counts of kidnapping, two counts of perverted practice, six counts of first-degree assault, four counts of first-degree burglary, one count of sodomy and several weapons charges, police said. He will remain at the prison while awaiting trial.

According to the Baltimore County Maryland Police Department news release, Alphonso William Hill, 55, has been charged with six rapes that occurred between the years of 1978 and 1989.

The six rapes that Hill is being charged with happened as follows:

July 18, 1978, 12:25 a.m., Hill allegedly entered a residence at the 6900 block of Donachie Road and allegedly raped a 27-year-old woman at knife point. On November 11,1978, 2:45 a.m., Hill allegedly kidnapped and raped a 22-year-old woman at the 6600 Block of Collinsdale Road, January 7, 1979, 11:30 p.m., Hill allegedly raped a 25-year-old woman at the 6600 block of Collinsdale Road, September 7, 1979, 12:45 a.m., Hill allegedly kidnapped and raped a 24-year-old woman in a wooded area near I-695 on Dulaney Valley Road, June 29, 1983, 3:36 a.m., Hill allegedly raped a 32-year-old woman at gun point in the unit block of Dowling Circle, and last on March 14, 1989, at 3:30 a.m., Hill allegedly raped a 33-year-old woman at knife point at the unit block Acorn Circle.

The charges that have been brought against Hill are six counts of first degree rape, three counts of first degree sex offense, two counts of kidnapping, two counts of perverted practice, six counts of first degree assault, four counts of first degree burglary, sodomy and several different weapon charges. The county of Baltimore started looking at Hill as a suspect after they saw how Hill had committed a rape that he had been incarcerated for. However, police found out later that Hill's DNA had never been entered into the Combined DNA Index System.

Officers then obtained a search warrant to obtain Hill's DNA while incarcerated at Western Correctional Institute. Once submitted to the Baltimore County Police Department's Biology Lab, Alphonso Hill's DNA matched the suspects DNA in the six unsolved rape cases. Authorities have also stated that a collection of evidence from 20 other unsolved rapes lead investigators to believe that Hill could be responsible for these as well. Forensic testing is beginning on those unsolved rape cases that have physical evidence.

WASHINGTON (CNN) -- Laura Neuman was raped when she was 18 years old. It took nearly 20 years to identify her attacker, even though he'd been arrested six times before her attack and at least six times afterward.

Rape victim Laura Neuman pushed authorities to reopen her case and expand the DNA database.

1 of 3 Alphonso Hill pleaded guilty in September 2002 to raping Neuman and was sent to prison for 15 years. A DNA sample, taken in prison, led to charges in six other rape cases.

Police say he's also a suspect in at least 20 rapes in the Baltimore, Maryland, area. Hill denies raping any women besides Neuman, and his lawyer wouldn't comment. (lying nigger!! If Hill is eventually proven guilty, Neuman believes that he could have been stopped.

"He could have been caught sooner if DNA had been taken and he had been matched to the cases that were unsolved," she said.

"For me, it would have made a profound difference in having the case solved sooner and for many of these women, their cases would have been solved sooner."

So she went public with her story, lobbying fiercely in her home state, Maryland, for a law that would require police to take DNA samples from everyone arrested for a violent crime. She testified before the state Legislature.

On Tuesday, Maryland starts expanding its DNA database, collecting samples from people arrested for murder, rape, and assault instead of just collecting DNA from convicted criminals.

Maryland is joining a dozen other states in expanding its database, and walking straight into controversy. To supporters, building DNA databases with samples from the unconvicted is no different from collecting fingerprints. Critics say it's a complete violation of civil rights.

"This is information that leads to all sorts of basic data about who we are, our entire physical makeup," said Caroline Fredrickson, director of the Washington office of the American Civil Liberties Union. "That is really different than a few fingerprints."

DNA and the states
These states require DNA from people arrested for some felonies:

Alaska, Arizona, California, Kansas, Louisiana, Minnesota, New Mexico, South Dakota, Tennessee, Texas and Virgina.
Next year, California and North Dakota will require DNA from all felony suspects.

Source: National Conference of State Legislatures Fredrickson added that there are already too many examples of racial profiling and innocent people being rounded up in police dragnets. "Our privacy is a critical factor and we can't assume that everybody is guilty until they are proven themselves innocent," she said.

Like it or not, it's a trend that is gaining popularity.

At least 21 other states are considering proposals similar to Maryland's.

Changes are coming at the federal level as well. The government soon will begin collecting DNA samples from anyone arrested or detained by the feds, including illegal immigrants.

"I think there is a valid public policy for doing that because there are many people who have committed crimes but who have never been convicted but have been arrested and without their DNA in the system we are not solving those crimes," said Associate Attorney General Kevin O'Connor.

Most states with the new DNA arrestee laws require the police to automatically destroy the samples if suspects are found not guilty or the charges are dropped. But federal authorities require a formal request before they'll destroy a specific DNA sample.

Critics worry the data could be misused, a charge O'Connor disputes. "Congress has passed a provision that says anybody who abuses this information, or uses it for non-law enforcement purposes such as to look at someone's family history of diabetes or whatever the disease might be ... will be prosecuted," he said.

Justice Department officials estimate when the expansion is fully implemented -- as soon as December -- information from about 1.2 million people a year could be added to the national DNA database. It's another cause of consternation for critics--who say backlogs remain a major problem.

The FBI estimates that about a quarter of a million DNA samples have yet to be processed in its lab and says it did not receive any new funds to deal with the backlog, which is sure to grow even larger.

Many states are facing similar issues.

Critics worry that as workloads increase, catastrophic errors could be made. "We have seen examples of crime labs that have not been able to get to the DNA testing that has ultimately led to finding a criminal," the ACLU's Fredrickson said. "That is what we need to do, focus our resources on where they are actually going to make a difference." But proponents like Neuman say that criticism is shortsighted.

"Is it worth the risk to make sure that we get these cases solved and keep people behind bars who should be behind bars?" she said. "Those who are innocent have nothing to fear"

Serial rapist gets eight 60-year sentences
Hill offers tearful apology to victims of Towson-area attacks
A serial rapist who prosecutors believe began attacking women three decades ago in and around Baltimore County was sentenced Wednesday to 60 years in prison.

At the hearing, Alphonso W. Hill was linked to four additional rapes beyond the six that he admitted to last month. The sentencing judge described Hill as "a monster."

Hill, who will be 57 next week, will begin serving his sentence -- eight 60-year terms, to run concurrently -- after he has completed a 15-year term he is now serving in his 2002 conviction for attacking Laura Neuman, a technology executive whose persistence over two decades finally led to Hill's prosecution.

"I'm truly ashamed for what I've done," Hill said, tears streaming down his face, his ankles shackled, as he stood and faced his victims and asked them to forgive him "for the pain and suffering I've caused you and your families all these years."

Hill, who remains a suspect in other rape cases,(this nigger is a suspect in 20 additional rape cases!!!!) pleaded guilty on Oct. 6 to attacking and sexually assaulting six women in the Towson area, primarily along the Loch Raven Boulevard corridor, between 1978 and 2000.

Since Hill's plea, two additional assaults, which took place in January and February 1984, were linked to him through DNA matches, and those indictments were presented Wednesday to Judge Dana M. Levitz for disposition alongside the initial six. During the hearing, his lawyer, Stanley W. Robbins, said that while his client admits to having "probably" committed the two rapes in 1984, "he just doesn't remember the facts."

Nevertheless, Hill agreed to the same plea arrangement that had dictated the other cases. An additional two rapes, also linked to Hill through DNA, will not be prosecuted because the victims have chosen not to press charges, said Assistant State's Attorney Jason League, who described Hill as "a small and cowardly man."

Asked by the judge if he understood the conditions of the plea deal, under which he will not be eligible for parole for more than 30 years, Hill responded, "You've been very clear, your honor."

The sentencing in Baltimore County Circuit Court in Towson was marked by harrowing statements from the women, some of whom came to the hearing from out of state. All said they remain deeply affected by their ordeal.

[B]"I've never known terror that deep," said the first woman to speak, who was raped at gunpoint in a laundry room on Donnybrook Lane and threatened with death in January 1984, when she was 20 years old and "a very shy girl."

As she dissolved into tears, the woman recalled expecting that her assailant was going to kill her, and imagining her mother and grandmother having to identify her body. Her voice trembling, she described years of insomnia and deep-seated fear, of being diagnosed with post-traumatic stress disorder, of "hideous" relationships with men, of "being obsessed with the idea that I'd contracted AIDS," of trying to commit suicide by slitting her wrists. I couldn't bring myself to have children. How could I protect my children if I couldn't protect myself? One woman said her little son "couldn't understand why his mommy cried a lot."

Another, who was raped at gunpoint by Hill in September 1979, when she was a 21-year-old college student from another state, said, "No child should have to fear that this kind of atrocity should happen to them."

Later Wednesday, as she prepared to board a plane, the woman said by phone that the hearing had been "cathartic" and "more emotional than I'd anticipated." Now married and the mother of two children, she said Hill seemed "very much disempowered," compared with how she remembered him.

"That night, he was armed, he was aggressive," she recalled. "He grabbed my ponytail and wrenched my neck back. That was not the man I saw in court today."

The Baltimore Sun does not name victims of sexual assault unless, like Neuman, they ask to be identified.

As they walked back to their seats during the hearing, each of the women received a hug from Neuman, who has become an outspoken advocate of rape victims' rights. Even Hill thanked her: "God bless you, Miss Neuman, for all the help you've given these women."

But to Neuman -- who is living in Mill Valley, Calif., with her husband and two children -- Hill's apology to his victims rang hollow. He had expressed the same contrition in her own case and had claimed that she had been his only victim.

As Wednesday's sentencing showed, Neuman said, that was far from true. "If he were really sincere, he would take ownership of all these crimes. There's nothing to talk about until he has done that."

The judge was equally condemning. "I believe Mr. Hill could have been so much more than the monster that he was," Levitz said. "But monster he was." (personally, I much prefer monsters over niggers!!)

Levitz told his crowded courtroom that Hill's convictions in the eight rapes would have been impossible without Dr. Rudiger Breitenecker, a retired forensic pathologist at Greater Baltimore Medical Center who was sitting in court. Thirty years ago, Breitenecker had the foresight to begin freezing and storing semen samples in rape cases, before it was common practice, in the hope that technology would one day be able to link victim to perpetrator. (Bravo sir!!)"If it weren't for him, Mr. Hill would be on the street, and others like him," Levitz said. At that, the courtroom erupted in applause. As the hearing concluded, the judge invited Dr. Breitenecker into his chambers for a chat.

When he emerged, Dr. Breitenecker told reporters he was satisfied with the outcome in Hill's case, "particularly after such a long time." He said he had stored the samples "in the hope that one day something good would come out of it." (Well done, sir!!)
